According to this article, San Francisco now has formalized
rules for emotional support animals, animals for people who have
any neurosis or mental condition:
"The official designation gives Jackson the legal right to
take his four- legged companion on the bus or in a taxi and into
shops, restaurants and public buildings."
As I noted in a previous installment, the government has
extended the rights of the disabled to employ emotional support
animals (ESA). To qualify, the disabled person must have a
Psychological Neurosis (as delineated by the American
Psychological Association diagnostic guidelines), and the
animals must provide some service, even if it's just a wagging
tail or licking your face:
The San Francisco article also notes increasing rights for
service and emotional support animals:
"For the first time, the California courts have linked fair
housing with the companion-animal question. The decision
signifies that just as a service animal may assist a person with
physical disabilities, the emotional support derived from a
companion animal can help a person suffering from depression or
other emotional illness,'' the Department of Fair Employment and
Housing said in a written statement."
Those who might use emotional support horses should note that this licensing "tag" requirement is a city regulation, and Federal law guarantees nationwide assess rights for those who use assistance and service animals.
